Does a political party preference have to be declared when registering to vote?

No. Michigan voters do not register by party affiliation. 

For presidential primaries, a voter must declare a political party when requesting a ballot - however, this is not considered a declaration of party affiliation and has no bearing on how a voter may vote in future primary elections.
